Jennifer Langer Jacobs, managing partner

Jenn is passionate about making healthcare programs work the best way possible for the people they serve.  She focuses on mission-driven organizational development, mobilizes diverse teams to hit important goals, and gets to meaningful outcomes and accountability with the “true-true.”  


As New Jersey’s Medicaid Director from 2019 to 2024, Jenn was responsible for the $20 billion NJ FamilyCare program, which provides healthcare coverage for two million members – including children, people with disabilities, and low-income adults of all ages. Under Jenn’s leadership, the team tackled long-standing challenges in healthcare delivery and blazed new trails with community-driven innovations – all while managing the urgent and essential system change required by the COVID-19 pandemic and the subsequent “unwinding” of the three-year public-health emergency.


For fourteen years prior, Jenn led Medicaid managed care teams in New Jersey and Florida.  She is a Penn State/MIT alum and teaches Leadership & Organizational Change at Saint Peter's University.
